Arc faults in hotels

I am looking at a hotel project that does not have permanent provisions for cooking, so I believe it does not fall under the definition of a dwelling. It does however have dedicated circuits for microwaves. My question is: what is the definition of a permanent provision for cooking?

This is the definition of a dwelling unit.

Dwelling Unit. A single unit, providing complete and independent
living facilities for one or more persons, including
permanent provisions for living, sleeping, cooking, and
sanitation.

Forum consensous and IAEI blogs do not consider a micro as meeting the criteria.
