Arc Faults in transfer switch

i had an inspector tell me i had to use arc fault breakers in a prewired transfer switch because he considers the prewired whip to be "new circuitry."

It seems like a stretch to me. anyone else run into this? any thoughts?

Is questionable when supplying existing circuits, but is no doubt if installing new circuits even though it is a prewired transfer switch.

yes these were just existing circuits.

I've installed at least 25 prewired transfer switches. i've never had an inspector say anything like this before..

New town, new rules.
