i had an inspector tell me i had to use arc fault breakers in a prewired transfer switch because he considers the prewired whip to be "new circuitry."
It seems like a stretch to me. anyone else run into this? any thoughts?

You are modifying a circuit.
I have wondered how those were going to handled.
Is questionable when supplying existing circuits, but is no doubt if installing new circuits even though it is a prewired transfer switch.
