Since the utility would drive the amount of arc flash energy at a service disconnect, are service equipment (panelboard, circuit breaker disconnect) omitted from having the arc flash analysis in it's scope. Do utilities provide fault clearing times?

For some large systems, they will provide you the upstream protection characteristics, but not for smaller systems.

It is not immune, since you may have to replace a fuse or breaker in there someday and the line side will be energized.

Agree with Ron, you can usually get fault current from them and just use 2 seconds
