Can anyone explain how only 480v can make a 3" arc? I used to get arcs this long with 15 kV neon sign transformers.

The gap that started the arc in the first place will be much shorter, naturally. Something along the lines of a misplaced screwdriver. After the air ionizes, 480 can certainly maintain a stabilized 3" arc if there's metal to burn and the fuses are sufficiently large.

so it's more like a flow of plasma, and nothing like the 15 kV @ low current from the xformer.
 
4:19 AM, 4/24/2008, Just finished another one, electrician burned, building was down 19.5 hours. Damage to electrician, bus in MDP, and associated CB's. Luckily the injured worker was treated and released. No PPE, no business doing what he was doing. BUT WAY LUCKY, this was a phase to phase fault on a 4000 amp SWBD. GFP not not open the switch, fuses in the street opened. Bad coordination, lucky electrician.
