Arc Flash gear for voltage testing

We're trying to decided on the appropriate arc flash gear to wear while testing live 480 volts in a control panel. The panel will have breakers, a rectifier, drives etc. We're just checking for voltage and there will be no load, i.e. motors of any kind. So mainly just turning breakers on and off to verify voltage present. Largest breaker is 250A.

Whatever PPE that is required based on the incident energy in the panel. Just because you are only testing for voltage, the required PPE does not change.
