Arc Flash PPE Category outside of Arc Flash Boundary

From what I understand from NFPA 70E, only the parts of your body within the restricted approach boundary are required to be insulated from shock. Is this also true about working within the Arc Flash boundary?

For example;
Arc Flash boundary of 9 inches
Working distance of 18 inches
Category 1 hazard

Do you need full-body AF protection, or just the appropriate gloves and FR shirt?

Technically the arc flash boundary is the point where Incident Energy rated PPE is defined as no longer being needed.
