arc flash ques?

we had a discussion at work concerning the placement of arc flash stickers.the comment being made that the sticker should be placed on door of the panel which swings out because the person should be aware of the hazard before he enters the panel.one reason a person may just go in to reset a breaker and if it doesn't he may keeping trying not knowing there be serious problems making the breaker trip.also the arc flash sticker is not in sight until you open the door to the panel. some localties require this . any comments on this ?
 
There is nothing in the NEC or NFPA79 that says the label needs to be on the outside of a hinged panelboard door. The common practice is to place them on the 'panel' that actually needs to be removed to get to the live equipment. Take a look at any panelboard that comes direct from a manufacturer, where are the factory installed labels?
