Arc flash study (transformer labeling)

Have several transformers in my power system.. most are 2 winding but some are 3 winding. Each terminal (HV, LV, & TV) is a different bus for which an incident energy and arc flash boundary is calculated. Since each of these buses is located inside the same enclosure, how should the transformer enclosure be labeled?? Should I select bus with worst-case incident energy level? This may not correspond to the bus with the highest shock hazard potential. What is best practice, or is there one?
