Arc Flash Suit Clarification 25 Cal

All of my Arc Flash Incident Energies are between 12-21 Cal/Cm2.
I will be recommending tech's wear a 25 Cal suit on the Arc Flash label.

NFPA 70E is silent if the Techs wear a long sleeve shirt and pants under the 25 Cal suit.
I have seen both ways done. Any 2 cents? Don't want to overheat the techs, but any
supplement protection is worth it.

The outer layer is the rated protective layer. This is rated to provide protection and not break thru at the cal level rating.

NFPA 70E-2015 Article 130.7(12) Exception 1 states the nonmelting, flammable (non-arc-rated) materials) materials shall be permitted to be used as underlayers to arc-rated clothing, as described in 130.7(C)(11).
