) If you understand the calculations and formulas, there is nothing I know of prohibiting you from deciding the PPE required.

OSHA enforces the NFPA 70E standard. There is nothing to prevent anyone from performing these analysis if they have familiarized themselves with the process.
Although I've wondered if at some point it may require a PE seal for liability purposes. But at this point, since anyone can perform a short circuit and coordination study, then anyone can do arc flash.
