Recently our maintenance staff was discussing Arc Flash and the requirements, which we should follow. My first question is?where is the requirement in the OHSA rules and second do I need training in order to access electrical panel for troubleshooting proposes?

The current OSAH statndard is a slightly tweaked (For legal enforcement) version of the 1979 NFPA 70E, OSHA has a new proposed standard on the website that will be a adoptation of the 2004 NFPA 70E.

Yes you need training and most likely arc flash PPE.

You can go a google search for NFPA 70E training and will probally find a few in you area, make sure to ask lots of questions about references and qualifiacations of the company that does your training.

Zog it is my understanding that OSHA need not adopt a standard before they apply it on the job.

Is this not the case?

I recently attended a seminar with a an OSHA educational representative. He clearly indicated the NFPA 70E 2004 would be and is enforced. Keep in mind this was a FL-OSHA rep.

OSHA in MAss stated the same info at a trainor class I attended. I got the opinion that it is nation wide they will use the 04 70E on their citations under the section where they must provide a means to remedy the violation you are commiting

OSHA is calling the 70E an Industry standard and using that to enforce it. I forget where it is but somewhere in federal OHSA's regs they say you must comply with all industry standards while performing work.

The preface to 70E states that OSHA uses this document for its electrical safety.
Yes you need training and the training is appropiate to the hazard involved.
