Is arch fault protection required in dormitory rooms without cooking facilities?

See 210.18. Now, if the AHJ considers dorm rooms something other than Guest rooms or Suites you may have another situation. NC makes up their own rules for dorm rooms under State Construction jurisdiction

Which code cycle are you under? For the 2006 NYC Electrical Code based on the 2005 NEC and the NYC 2011 Electrical Code Administrative Provisions based on the 2008 NEC have slightly different requirements.

In answer to your question the answer is yes under either of the code cycles mentioned above. The 2006 has a slightly different requirement for other portions of dormitories.
