The lightning arrester rack was probably installed by the utility. I have seen them but I just can't place it as to where. Of course the grounding electrode would be covered, But it too looks like part of the arrester system if it runs to the roof rack, and could have been installed by the utility? I know years ago the utility did almost all of the service instalation's even the service panels in many locations.

Joe, would you like to try to pick apart every installation that is made? :(

Top two photos, this is a 277/480 volt, 800 ampere service, and service drop with CTs and PTs. It looks like line hose has been used to separate the conductors during the connection of the service and the guys just left it there. Looks sloppy but it does no harm. It is difficult to tell if enough clearance from the roof has been achieved but the rest of it looks like it meets Code. The phase wires are isolated from the rack with insulated eye nuts on the L/H side, there may be 18" (since you are shooting from the ground, you can't tell) of clearance from the phase wires to the facade. The 1 1/4" conduit behind the rack is for metering cable from the CTs and PTs to the metering cabinet.

Third photo, this is a 120/208 volt service drop with CTs. It is difficult to tell if enough clearance from the roof has been achieved but the rest of it looks like it meets Code. The phase wires are isolated from the rack with 12" fiberglass insulators on the R/H side, there may be 18" (since you are shooting from the ground, you can't tell) of clearance from the phase wires to the facade, some of the phase wires are going through the CTs and some are individually metered which indicates more than one customer. What you have is a sloppy looking installation which is why we will not permit more than four connections per phase.

It looks like you are doing your best to put EEI down as an organization, IPL down as a company, and me down personally. :mad:

Fourth photo, the grounding electrode is outside the purview of IPL.
