Are balcony receptacles still required for apartment units that have a full glass wall and door to the balcony? If so, how do we even place the receptacle?

I'd say yes (no exceptions in 210.52(E)(3)). You putting a light on the balcony (could come out the ceiling joist space to the outside above the door/window)? If so, tap off of that (the receptacle can be high, up to 6 1/2 feet above the deck). If not, can you run a conduit under the balcony floor and come up an exterior post or picket?

Do you mean there's no wall surface on the balcony?

Even to either side of the railing?

Is the side railing solid material (a short wall)?
