Are feeder neutrals for boat shore power ped's current carrying?

I'm looking to size feeders for a panel that will be an MDP for a dock with a dozen or so shore power pedestals with 2 30A 120V receptacles per pedestal. This MPD will be a 3 phase 4 wire panel.

I guess my real question is whether or not I should count these as nonlinear loads thinking on average most of the load is battery chargers and refrigeration loads.

I'm thinking I'll need to count my neutral and make some ampacity adjustments to feeder conductors. Specifically looking at 310.15 E 3. Any thoughts or insights are greatly appreciated!
 
Non-linear no. What voltage system is the 3Ø? In a 1Ø phase feeder from a 3Ø Wye system the neutral would count as a CCC.
 
The feeder to the MDP panel I would not count the neutral.

The branch circuits (or feeders) to each pedestal, if the circuits are in a single conduit, I would count the neutral as a CCC. (If I am understanding the configuration correctly).

I would be looking at (E)(2) more than (E)(3).
