Are flexible cords allowed to be buried outside?

Outdoor home extension cords that you pick up at Home Depot are considered flexible cords right? Are these allowed to be buried underneath dirt outside if using them to circuit up festoon lighting?

In Article 400, I don't see any instances under the uses not permitted that prohibits outdoor use and burying.

I don't think the code can govern any silly idea one might have with a product they decide to buy from lowes and plug into an NEC compliant outlet.

This would have to be a chapter 3 wiring method which would not include flexible cord.
