Are line voltage device boxes permitted to be installed in ground with a GFCI circuit breaker protecting the branc circuit feeding the devices inside?

We are installing LED remote power supplies in devices installed in ground. Are line voltage device boxes protected by GFI breakers permitted to be installed in ground?
