I have this older W panelboard, when I place the LOTO device and lock on a branch breaker handle I can't close the door because the lock blocks the door from closing.

Is this okay, or must the door be closed?

I do not believe it matters, there are many panels, load centers where the breakers are not covered by anything at all. It is good to hear someone whom actually uses a safety measure.

I agree that it's not a problem. The scope of the NEC does not include telling anyone to keep the doors closed.

the only problem I see if someone can walk by and hit door accidentally, then maybe put piece of tape on door to hold it from flapping in the breeze. other wise I see no code violation and I am glad I am not the only one who noticed that..there is a small lock out device and with small lock you can get door so it is not too noticeable..

You don't even need the door so what you do with it is up to you. As Barbeer said there are panels without any doors at all.
