Are polaris bugs rated for line side of service equipment?
Example: making a splice in a trough prior to feeding meters

If they are they will be marked suitable for use on the line side of service equipment or with “SVC”.
 
The connector in your picture is an Ilsco not Polaris. The equivalent Polaris connector is listed for the line side of service equipment. Not sure of the Ilsco listing.
 
Is this something new?
It started in the 2017 for power distribution blocks with the rule being in 376.56(B) and was relocated to 230.46 in the 2020 code. In the 2023 code it was expanded to require a "suitable for use on the line side of service equipment" listing for all types of splices and taps used on the line side of the service disconnect.
