Are SOOW cord TC rated?

I am new at trying to understand the NEC and I have a question about SOOW cord. Typically in an industrial application we use XHHW or THHW cables (3 conductors + ground) in open cable tray to bring power down to the device. I think I understand the 392.9 rules and the 310.16 table to select my cables. But, if I had to use SOOW cords (instead of XHHW or THHW), would I be able to use them in cable tray? Are SOOW TC rated? Using the ampacity table 400.5 for SOOW cable, would I still use 392.9 rules?

The NEC has an unwarranted phobia about using cords in such applications. But, warranted or not, the code is what it is.

I don't recall seeing any SO type cords also listed as TC.
