Are STP-3 cords WP?

My fellow inspectors say they are WP. I do not agree. Table 400.4 says STP-3 are Appliance cords for damp location not hard use. They say in the stamped writing there is a "VW" printed. This allows them to be weather proof. I say the "W" must be in the designation such as "SJTOW". Any thoughts on this? Any back up material will be helpfull.

I believe STP-3 is approved under UL1838. If so, it is approved for WET locations. The specific wording for UL1838 is on the UL website.

Samrt $, I checked the cable marking guide and SPT-3 is not rated for outdoor use. I also found this. http://www.interpower.com/icl/UL_CSA_Cable.htm
I think that this answers my question. The " the "VW" they are claiming is weatherprof, is "Flame retardant". I'll let you know what the boss says.
