There is nothing in the NEC to require you to use a tag like that.
Per Chicago electrical code "Chapter 86" this ground tag must be attached to Ground Rods indicating that the ground connection must never be disconnected. NEC approved nonferrous metal tag, attaches to the ground clamp giving warning against its removal

If the NEC doesn't require it, how can the tag be NEC approved???
Even if the NEC required it...NEC does not "approve" anything.
