Certainly.
All of chapters 1-4 and Article 725. The NEC doesn't mention air compressors, for example, but they are certainly covered in the premise wiring and article 430.
The NEC would apply to all the interconnecting wiring from the I/O to the devices. What you have to determine is the I/O wiring an Article 725 Class 1 non power limited or Class 2. Thats determined by the power supply - don't get caught in the "low voltage" trap. If its a class 1 system, then its wired with a chapter 3 wiring method. Class 2 can be cable wiring, IE 18-2 STP.

The PLC and its cabinet can be UL 508A listed, but again the NEC applies to the external wiring.
I seem to recall there is one mention of PLCs in Art 725 as an example....
