Are VFDs relevant when determining complinace with NEC 240.86(C)?

Does the NEC recognize the reduction (or absence) of motor fault current contribution to the line side of a non-regenerative VFD w/o a bypass a contactor? It appears NEC 240.86(C) pertains to motor loads in general with no consideration of the controller type. Is that the general consensus?

That's how I would interpret it, since that meets the intent of the section, that no spinning load is injected back onto the bus.
