Are we expected to use Table 220.55 for sizing range circuits?

I’m struggling to reconcile 210.19(C):

“Branch-circuit conductors supplying household ranges…shall have an ampacity not less than the rating of the branch circuit and not less than the maximum load to be served”

with Note 4 of Table 220.55:

“Calculating the branch-circuit load for one range in accordance with Table 220.55 shall be permitted.”

Does this later note overrule the earlier requirement?
 
220.55 is part of 220 Part III Feeder and Service Calculations. Note 4 simply expands Table 220.55 to allow it to be used on branch circuits.
