Are you asking about emergency voice/alarm communication systems for high rise buildings?

He is referring to an Area of Rescue/Refuge system, in buildings with Elevators there is a designated place on every floor where a Handicapped / Wheelchair bound person can go in the event of a Fire and the Elevators have gone into Fire mode. The Area of Rescue system is a 2-way communication system which notifies First Responders, and alerts them to a Handicap person still trapped on a given floor with no means to exit.
 
Can anyone point out where to look as to whether or not a building must be equipped with an "Area of Rescue" system?

If an "Area of Refuge" exists, I believe IBC 1007.6.3 would require a communication system to be installed there. I am not sure when an area would be required to contain an Area of Refuge.
