I specified a location as Class I Division 2 based on the hazardous nature of the cleaning solution used on the equipment is this area. Without the cleaning solution there are no hazardous chemicals used. Can an area be temporarily classified as hazardous under certain circumstances and non-hazardous at other times?

Barbeer has concisely stated the problem with over classifying a location. I would seriously reconsider the basis for you current classification.

Hazardous in flammable? Or hazardous as in poisonous?

IMO, if there is a hazard on a regular basis, such as could be created by the cleaning method you are describing, i don't see how it can be considered div 2 at all. If it is classified at all, than I would think Div 1, or not classified at all, depending on exactly what you are doing.

For example, wiping down some equipment with an alcohol soaked rag would not create a hazard IMO. Spraying the same equipment with alcohol probably would.
