I just moved to Arkansas, I don't know if I'll stay here for good yet, but if I do it seems I'm gunna (that's how they say it here  ) need to get certified or whatever. I'm told they have a test and if I pass it I'm all set.

I have two questions, is that true? And does anybody have any advice for preparing for it?

The Dept of Labor is your controlling agency:
http://www.arkansas.gov/labor/divisions/electricalexam_p1.html

The Board of Electrical Examiners is responsible for the administration of Arkansas' laws governing the licensing of electricians. The following classes of license are available: master electrician, journeyman electrician, residential master electrician, residential journeyman electrician, air conditioning electrician, and industrial maintenance electrician. The board is also responsible for registering electrical apprentices.

Perhaps your other questions will be answered there as well, enjoy.

As far as other publications related to the electric vocation, theres tons,
The the forum host here has many fine products, use the search here for any topic electrical in nature, say an article number, from the NFPA-70, and other things!

Welcome to the Forum !

I could be wrong here but most likely you want a license, not certification.

Thanks to Wikipedia

Certification does not refer to the state of legally being able to practice or work in a profession. That is licensure. Usually, licensure is administered by a governmental entity for public protection purposes and certification by a professional association. However, they are similar in that they both require the demonstration of a certain level of knowledge or ability.

OH Yeah!

OH Yeah!

I forgot to mention prep and refresher class for taking the test, one could call or visit they local supply houses and enquire if any one teaches classes or leaves flyers, seems alot of peps do it around here.

Some technical college teach the subject, but you might search the internet to find a teacher closer and in most cases its fairly inexpensive.
