Art. 100 Authority Having Jurisdiction- Procedure Approval

Could anyone shed some light on what kind of "procedure" would be approved by an AHJ per Art.100 Authority Having Jurisdiction concerning the NEC? I understand that this definition may boiler plate language across multiple NFPA codes and standards, but it seems a little out of place when applied to the NEC.
AHJ: "An organization, office, or individual responsible for enforcing the requirements of a code or standard, or for approving equipment, materials, an installation, or a procedure." NFPA 70, 2017
 
The way I see it is a procedure could be something an inspector or AHJ representative might want to witness, such as torquing terminations or commissioning a room (healthcare) for a coupe of examples.
