Would it be code compliant to mount a meter socket on a wood framed structure and run the 4/0 SEU cable through the back of the socket, down a wall about 2' and into the basement. My concern is about the SEU being covered with sheetrock. :eek:hmy:
 
Your concern is the same as many others, thus the reference Bob cites which is by design not specific. As to your particular installation that would be up to the AHJ. As a rule they too are leery of concealed unprotected service cables.
 
Normally I would run out the bottom of the meter then thru the wall into the basement and then down to the panel. I am not certain if the OP is saying that or whether his seu is in the wall above the basement and then down. In that case I would think it may be a violation as Bob pointed out.
 
If the cable is subject to physical damage, it shall be protected pec 230.50(B)(1), and terminate to a disconnecting means at the closest point of entrance per 230.70(A)(1), as Iwire pointed out, that has integral overcurrent protection per 230.91, or located immediately adjacent therto.
Otherwise, you are subject to the judgement of the AHJ.
