Art 366.9(B)

I read Art 366.9(B) and don't understand why they would want the conductor to leave the gutter opposite the terminal connection. These means the tap would have to cross back over the bare conductor it is tapped off of. Can someone explain this to me? I am obviosly missing something.

The section is poorly worded. I take it as preventing the bare conductor from crossing the active conductors.
