Art. 430, electric hand dryer, and a req. disco???

SO a friend of mine ( E.Con.) is remodeling a store - including the bathroom area - he is being told that the new electric hand dryers are "motor loads" and fall under the scrutiny of art. 430 - motors require a disconnect. I skimmed over the art. and don't really see a lot to get him out of this??

Any ideas guys?? As a elec myself - I must have instaledl 500 of these things - I've never had to hang a disconnect next to them, of any thing of the sort!!??

I told him the only thing I can think of is maybe the inspector hates ya!!

I am not sure, its more likely an appliance. It would require a lock out device at the panelboard branch circuit breaker
