Can anyone explain what is meant by the last sentence here? "...shall be constructed so that it will not open under the magnetic forces resulting from short circuit current."

Wouldn't you want it to open ?

The protective device is to be thermal only. This is for engineered coordination of protective devices for continuity of service.

450.6 (A)(3) Tie circuit protection.

Attention to the phrase referring to current time
characteristics. Whenever current time is mentioned, it is a clue to the intent, which is
co-ordination of overcurrent devices.
