I need some clarification on 514.11 ('17 Code):
514.11(A) discusses emergency shut offs and states they shall be between 20 ft and 100ft from the fuel dispensers
514.11(B) states the device shall be readily accessible to the attendant.
In some of our "market" type stations the emergency disconnect is at the inside counter. Assuming this is allowable under 514.11(B) does this mean that disconnect must be within the 100' ?

A second question: 514.16 covers grounding and bonding and references 501.30.
501.30 does not accept double locknut or locknut bushing raceway connections back to the service. Does this preclude using PVC for those branch circuits (between seal-off and contorller/distribution panel) ??

  • The circuit disconnecting means distance requirements in NEC Section 514.11, are extracted from NFPA 30A, Part 6.7 and address both attended and unattended self-service dispensing facilities. The dispensing facility "layout" is described in NFPA 30A, Part 6.2. This is not included in the direct NEC requirements, but NFPA 30A is referenced in NEC Section 514.1 IN. There must be an emergency system circuit disconnecting means within 100' of the dispensers. There may be more than one disconnecting means. [Section 514.11(A)] A disconnecting means greater than 100' from the dispenser basically renders the dispenser "unattended" and becomes an application of Section 514.11(C). Therefore, when both "attended" and "unattended" apply, "When more than one emergency shutoff device or electrical disconnect is provided, all devices shall be interconnected."[Section 514.11(A)]
    • NOTE: Depending on the jurisdiction NFPA 30A may be enforceable under an applicable OSHA "General Duty Clause".
  • Where PVC is permitted [Section 501.10(A)(2) with cross reference to 514.18(C)], "An equipment grounding conductor (EGC) shall be included to provide electrical continuity of the raceway system and for grounding of non–current-carrying metal parts."
 
I think I should add a bit more information. NFPA 30A is essentially the governing document for the overall design and operation of a fuel dispensing system. [See the explanation in NEC Section 514.1 IN.] The NFPA 30A Parts that describe the arrangement of "attended" and "unattended" facilities are in Parts 6 & 9. Part 8 is where NEC Article 514 is largely extracted. Subparts 9.4 and 9.5 are of particular interest to the OP.
