Does code require critical power 120 volt branch circuits to be installed in conduit (emt, imc,rgc) instead of hospital grade mc cable?(Nursing home project)

The answer is pretty much yes, see 517.30(C)(3).

517.30(C)(3)(3) will give you some specific cases where you could use HCFC.
