2002 NEC 555.17 adds a disconnect within 30" of a 30 amp or larger shore power recpt. Is it the NEC's intent that existing marinas and boatyards comply with this change or are they grandfathered until renovation or upgrading their instalation.
 
That requirement was not created in 2002. It used to be in 555-4, and it used to require the disconnecting means to be ?within sight? instead of ?within 30 inches.?

In general, no existing facility needs to be upgraded to current code requirements, if it was in compliance with the code in effect at the time of its installation, unless the AHJ believes that non-compliance represents an ?imminent danger to occupants.? The ?grandfather rule? is 80.9(B). It was among the enforceable sections of the code in 2002, but was moved to the (unenforceable) Annex in 2005.
 
In the 2002, this statement preceded section 80.1:
This article is informative unless specifically adopted by the local jurisdiction adopting the National Electrical Code?. (See 80.5.)
Essentially, nothing has really changed; they just moved it, IMO.​
