In an industrial setting, a machinery control panel opens into an aisleway that has regularly scheudled production traffic (Forklifts, tuggers, etc. ) passing within 24" of the front of the panel. The supply voltage is 480V. Does this comply with the requirement to keep the working space in front of the panel 'clear and maintained' ?

I would say yes if there are no permanently installed parts of the structure that block the working space. The area certainly could be blocked off to provide the required working space.

Why avoid it? A used aisle way will help make sure the work space is not used as storage space or otherwise blocked.
