Can someone clairfy whether or not a "pad mounted" dry-type transformer is considered equipment and does it require the dedicated equipment space above it? ( 6' or to the structural ceiling)

I don't see transformers on the list so I would say no.

(F) Dedicated Equipment Space. All switchboards, panelboards, distribution boards, and motor control centers shall be located in dedicated spaces and protected from damage.
Exception: Control equipment that by its very nature or because of other rules of the Code must be adjacent to or within sight of its operating machinery shall be permitted in those locations.
 
I agree with Rob, 110.26(F) contains a specific list of what equipment requires dedicated equipment space and a transformer is not on that list.

The dedicated equipment space is required to allow adequate access to the equipment for future expansion and installation of raceways or cables.

Specific "accessibility" & "space" about transformers can be found in Article 450...


450.13 Accessibility. All transformers and transformer vaults
shall be readily accessible to qualified personnel for inspection
and maintenance or shall meet the requirements of 450.13(A)
or 450.13(B).

(A) Open Installations. Dry-type transformers 600 volts,
nominal, or less, located in the open on walls, columns, or
structures, shall not be required to be readily accessible.

(B) Hollow Space Installations. Dry-type transformers
600 volts, nominal, or less and not exceeding 50 kVA shall
be permitted in hollow spaces of buildings not permanently
closed in by structure, provided they meet the ventilation
requirements of 450.9 and separation from combustible materials
requirements of 450.21(A). Transformers so installed
shall not be required to be readily accessible.
