500kVA, 13.8kV pad-mounted oil transformer outside in a fenced in area. The Tx has front acess so the live parts are accessible from that side. Could the fence be closer than 15 feet if the fence could swing open or is this type of fence not allowed and need to be always in place? Also is that 15 feet not just straight to the front? I'm imagining the shape of the clearance area more like the shape of an ice cream cone haha, sorry for the terrible comparison.
