Article 110.31(B) Unit Substation w/ Distribution Panel in same room

I have a 4160 Switch, then a 4160/ 480V transformer, with some 480V breakers in a Unit substation line up. I also then have some 480V distribution panels on the adjacent wall in my facility.

I am getting caught up if these 480V distribution panels (separate from the Unit sub) need to indeed be in a separate room, or if I'm interpreting the code wrong.

Not a code issue as long as you have the required working space between the two line-ups.
