In maine, article 210.12, when replacing or upgrading a service , do we have to upgrade the breaker to afci/gfci or keep the original type of breaker

Unless there is a local code amendment to the NEC, AFCI/GFCI protection is not required on a service upgrade. If you extend the branch circuits more than 6', as in you moved the panel location, then AFCI protection is required.

There is a caveat to the 6'. I tried to get them to extend the distance but I did get them not to include the distance of wire inside enclosures, etc.

AFCI protection shall not be required where the extension of the existing branch-circuit conductors is not more than 1.8 m (6 ft) and does not include any additional outlets or devices, other than splicing devices. This measurement shall not include the conductors inside an enclosure, cabinet, or junction box.

Is there a difference between the two that changes the code requirement? Either way you do not measure what's in the enclosure, cabinet, or box.
