If I have 6 circuit breakers or less does article 230.71 allow me to install a main lug only panel at the service.

Chris, just out of curiosity have you ever seen a panel that would accept 6 breakers that was not suitable for service equipment. I certainly have not.

Dennis, I have seen panels that are only suitable for use as service equipment when a main breaker is installed.
