Can a commercial building service have a overhead service drop and a under ground service feeded. code wording is underground or overhead

I assume you me an overhead service as well as an underground service. If the building is allowed to have 2 services then yes. If you mean can a building have a service as well as a feeder then I believe it can have that also.

I agree with Dennis, if more than one service is permitted I see no NEC reason why they couldn't be both overhead and underground.

did this once with no rejection from AHJ. 208/120 existing that came in from underground, and we added a 480/277 service that came from overhead right next to it.
