Article 240-21(b) 10-ft feeder tap rule

I have been in a disagreement about the 10ft. tap rule. It was said to me "I don't believe equipment cabinets on machines is an example of the tap rule. Those are designed and UL listed. It doesn't apply to industrial machine control panels." I pointed out that the Code reference of an industrial panel having to conform to the tap rules is in the Code Book ARTICLE 409 Industrial Control Panels, 409.21 states: Overcurrent Protection. (A) General. Industrial control panels shall be provided with overcurrent protection in accordance with Parts I, II, and IX of Article 240. Since the Tap Rule is under Article 240, Part II I assume that the tap conductors going to the many fuse blocks in an industrial electrical cabinet are an example of the tap rule. They would be much larger if the rule wasn't used. Am I correct in my statement?
