Article 242 missing requirement to not be installed downstream AF/gfci

Hello I failed to find a provision in article 242 to disallow the installation of spd's after afci or gfci ocpd devices.
 
I've heard from a supposed EE that this may not be a problem. I see it as a problem n-g and l-g shunting will cause a trip well before the "surge" is "arrested"
 
I don't think this is the issue, where would the appropriate code change be located? im thinking ocpd requirements in 242 i think i saw.

The only thing I know is surge protection after a GFCI can cause nuisance tripping. If that's what you are talking about I agree either there should be an exception or the practice prohibited.
