if a 12 unit apt bldg. is serviced by qualified maintance personal what section of article 250 allows you to ground to the closest cold water line for a new service provided you jumper out the water meter or any water filters

(C) Grounding Electrode Connections. Grounding elec- trode conductors and bonding jumpers shall be permitted to be connected at the following locations and used to extend the connection to an electrode(s):

(1) Interior metal water piping located not more than 1.52 m (5 ft) from the point of entrance to the building shall be permitted to be used as a conductor to interconnect elec- trodes that are part of the grounding electrode system.

Exception: In industrial, commercial, and institutional build- ings or structures, if conditions of maintenance and supervi- sion ensure that only qualified persons service the installation, interior metal water piping located more than 1.52 m (5 ft) from the point of entrance to the building shall be permitted as a bonding conductor to interconnect electrodes that are part of the grounding electrode system, or as a grounding electrode conductor, if the entire length, other than short sections pass- ing perpendicularly through walls, floors, or ceilings, of the interior metal water pipe that is being used for the conductor is exposed.

Good luck getting an AHJ to allow that exception on a typical 12 unit APT building. Special circumstances like on some sort of a campus maybe you could get away with it, but not on your typical for generally available to the public to rent type of apartments on that small of a facility. Most of those won't be willing to pay a full time qualified person to maintain electrical for no more then will need done on a regular basis.

I may be nuts, but I ain’t crazy enough to try and get an inspector to sign off doing that.

I would be tagging the steel and then jumper to the water line.

Wasn't picking on you, just wanted to mention there probably isn't too many "apartment building" applications that would seriously be able to use this exception. A campus setting or similar where qualified maintenance is present as I mentioned is maybe one place they won't balk as much at allowing it.
