when makin a graunding connection to the cold water service which supplies a building ,what must be done if a water meter is installed within 10 feet from the building?

If the meter was installed inside the building about 10 feet from where it enters I believe you would have to run your GEC to the water line and also bond across the meter to the pipes on the load side of the water meter, assuming they are metallic, of course.

I think what he is saying is ,..the water meter is outside , at say 8' from the building so ,I think he is asking is this an electrode?? In which case I would Jump the meter with the same size as the GEC and hit the pipe in the building within 5',...assuming all copper pipe .
