Table 400.5(a) is the allowable ampacitys for SO cord. Would this mean that I would have to run 3#8 SO cord to a 208 3 phase 30A connector?

You need to size the cable to load being served. If it is a continous load (more than 3 hrs)you need to derate to 80%.And your connectors need to be sized for the load also. 400.5a says 3 current carrying conductors #8 SO cord has a rating of 35 amps.Continous duty would be 27amps.You may need a bigger connector.
