Article 409 became part of the NEC in 2005, within 409 was a fpn (fine print note) to use UL508A merely as an example. Almost by default UL508A became the standard on April 25, 2006, due to no other standards boiling up to the surface. So what you are seeing is an evolution of events.

edited to add this note: to anyone reading this. It was my intent to say that by "default" UL508A became the standard, due to no other standard being so revamped and detailed. UL508A is a 242 page document now. Before it only addressed the wire feeding the the line side of the Industrial Controller. You could virtually put any components within the panel and as long as the panel didn't blow off the wall or rupture the enclosure, all was well (with the door closed). We have to understand that "under certain conditions" Electrical Hazzards do exists.
OSHA could only come for far with their authority. It took NEC 110.16 and another "fpn" of NFPA-70E, but that is best left for different forum.

Thank you David, do you see where the industry is using the standards and the NEC for this work?

I see it catching on. Last year (2006) the the Inspectors of the City Of Phionex started to impliment it. I just got a call (yesterday) from a panel builder in KY that built for a customer in Minneapolis Minnesota. The Inspector "tagged" this in Minneapolis and asked that it be reworked.
