My boss is busily working on figuring out how we will comply with article 409, especially in regards to short circuit current withstand.

Its not even in the draft copy of the 2005 code I have. maybe I will have to actually buy one.

Anything interesting in this new article? And why is not in the draft?

The Article Proposal was originally "Accepted" by less than 2/3 of the CMP, so it was a directed "Reject" by the TCC. That kept it out of the Draft. It was revived during the Comment stage.

I'm not sure how interesting it is, because I don't usually design Industrial Control Panels beyond the initial specs.

Now I'm confused again. I thought the comment stage could only defer a proposal.

Wouldn't "reviving" be the opposite of what the comment stage can do?

From the Regulations Governing Committee Projects:
4-4.6.2.2 Hold. It shall hold for processing as a proposal for the next revision cycle a Comment that:
(a) Would introduce a concept that has not had public review by being included in a related proposal as published in the Report on Proposals
(b) Would change the text proposed by the TC to the point that the TC would have to restudy the text of the Report on Proposals or other affected parts of the Document
(c) Would propose something that could not be properly handled within the time frame for processing the report
A ?Hold? is one additional action that a CMP can take in addition to the regular actions. A Comment placed on hold automatically becomes a Proposal in the next cycle.

In my case, "(a)" was the only reason any TC's I was involved with placed a Comment on "Hold."

In theory at least, a Comment could be:
Comment: Accept Proposal ?X? [that you rejected].

Substantiation: It was good idea.
Since the public had a chance to see the original Proposal, this Comment re-opens the door for it?s acceptance in the current cycle.
